Two more people have been arrested in connection with a theft at London's Heathrow Airport where 21 people were injured by what is thought to be an irritant spray, according to law enforcement.

A 24-year-old man, was taken into custody in Lambeth for suspected theft and assault and a 23-year-old woman was detained on suspicion of conspiracy to commit robbery. Both individuals are still being held, authorities confirmed.

These detentions come after a probe into an attack at the multi-storey car park at Heathrow's Terminal 3 on Sunday. Prior to the attack, two women had stolen from them their suitcases after getting out of a parking garage elevator.

A toddler aged three was one of the those hurt during the incident. A total of five individuals were taken to the hospital for treatment and were later released.

Police detained a 31-year-old man on suspicion of theft and assault near the scene. He has since been released pending further inquiries as the investigation proceeds.

Police were alerted at about 8:10 in the morning GMT following reports of a number of individuals hurt by a noxious substance thought to be pepper spray.

The assault - an event that police said was isolated and not being treated as terrorism - caused delays to rail services and the temporary shutdown of the main airport tunnel and the Terminal 3 car park briefly.
