Europe breathed a deep collective sigh of relief on Monday, as the diplomatic emergency caused by the announcement of a new 28-article proposal for achieving ceasefire appeared – temporarily – to have been stabilised. A Washington representative spoke of "notable headway" after bilateral negotiations in Geneva. On Monday night, Russian leadership made its response: another massive barrage of rocket attacks on Kyiv.
The Cycle of Negotiation and Warfare
The succession of opposing developments captured the bleak nature of the recent timeframe. By day, diplomatic battles are waged: positive announcements are delivered from various governments. Immense energy is expended on restraining specific proposals. By night, Moscow forcefully demonstrates the world that, for them, conflict continues to be the key method for achieving "settlement".
After-Dark Attacks
As military strikes progressed into the early hours of Tuesday, the immediate reality of Ukraine's exposure was exposed. Ukraine is capable of detecting projectile deployments from enemy soil, a capacity provided through timely intelligence. From witness perspectives, defense planes that had been dispatched to counter approaching aerial threats flew past – sophisticated military planes provided to Ukraine by NATO members.
Moments later, Kyiv's missile defense engaged: multiple launches targeted at a incoming threat. This was a modern interception technology at work, probably delivered by allied countries. Every launch creates sudden vibrations, rattling buildings. The brief panic quickly gives way to sober acceptance: maybe the incoming missile won't cause damage this time, preventing destruction from devastation and further power outages.
Persistent Threats
Soon after, a automatic firearm engaged a drone somewhere nearby, part of a mobile-fire group – almost certainly allied-provided weaponry. Unfortunately, the shots failed to hit the hostile drone – it continued its flight toward its destination.
With pauses, this continued until dawn. Kyiv faced the morning news: seven people killed, devastation and infrastructure problems in numerous residences as a result of the nocturnal offensive. As customarily, everyone still continued their routines – experiencing conflict. But those full day demonstrated Ukraine's vital need on international aid – a reliance that regional partners are demonstrably unable to replace in the near term.
Ineffective Peace Efforts
The 28-point plan from American leadership sparked intense emotion, discussion and profound anxiety – and temporarily diverted attention from Ukraine's most significant graft case in years. Yet, we have experienced comparable situations, after earlier high-level meetings and international summits.
Every new initiative from Washington follows the consistent cycle: a political offensive against Ukraine, which Kyiv, with other European capitals, manages to fend off. They manage the tension but never actually achieve victory. This pattern will, certainly, continue.
Tactical Assessments
It is convenient to criticize specific actors of repeatedly advocating Russian terms. But that does not seem to be the whole story. Washington functions according to a premise understood by seasoned negotiators: you cannot secure via talks what you have failed to defend militarily. The White House presumes that it is unrealistic to force Russia to relinquish the territory that it currently occupies in Ukraine's southern or eastern regions.
The challenge is that while recognising this factual reality, Washington does little to discourage Russia, through diplomacy or military means, from thinking that the current condition will not evolve additionally in its favour in the coming year.
Opposing Positions
Therefore, Moscow is certain that time is on his side – that Ukraine and its partners are approaching exhaustion. Their motivation to sign a deal that does not give them the greatest potential benefit is close to zero. There may be multiple initiatives to achieve ceasefire, but they will persist as long as Russia's government remains highly assured in the result.
On the contrary, Kyiv believes that Ukraine can still endure, slowly losing lives and land but averting a complete military breakdown until conditions improve in its advantage.
Existing Situation
Objectively, there are no genuine requirements for a armistice. Now, subjective factors are becoming relevant: political desires to negotiate peace and achieve global acclaim, and Kyiv's twin challenges – on one hand, not to alienate a key ally, and on the other, to mobilize citizens around the country's interests against any proposal Kyiv finds unacceptable, so that their attention does not shift toward homefront challenges. And although their task will now be considerably more difficult after current events, it remains quite doubtful that this will change their overall approach.
These two forces are influencing discussions.
Summary and Prospects
It took a mere seven days to eliminate the proposed articles of the latest plan. Aggressive and erratic handling of the matter by American leadership, resistance by Ukraine and the rest of Europe, along with soothing efforts of representatives, and finally, recent disclosures, all served their function.
While new plans based on established approaches are approaching, Kyiv, London and other Western governments should arrive at a critical understanding: Ukraine and Europe will only be able to resist diplomatic offensives from Washington that are founded on Moscow's terms and reflect specific hesitation to alter the situation, if they stand together and enhance their military capacity at a much faster pace. If they do, neither political nor armed coercion will be able to defeat them. In the meantime, Ukraine's ability to counter nocturnal attacks will, for the coming months, mainly require sustained allied backing.
